Construction Products Reg. 2024 - 3110

The Construction Fixings Regulation (CPR) is the main instrument to enable a free movement of CE marked construction products in Europe.

Currently, most construction fixings are not covered by harmonised European Standards (hEN). Therefore, they are CE marked based on European Technical Assessments (ETAs) issued by national Technical Assessment Bodies (TABs) coordinated by EOTA.

The new CPR-2024 came into force in January 2026. What changes will apply to construction fixings with ETA?

  • EADs are no longer part of the "harmonised zone". This does not affect the CE marking of products covered by an ETA based on such an EAD. Therefore, products with a CE mark based on an ETA can be distributed all over Europe also under the new CPR.
  • ETAs can only be issued based on EADs cited in the OJEU.
    Note: Under the CPR-2011, it was possible to issue ETAs on EADs adopted by EOTA, but not yet cited in the OJEU.
  • EADs cited under CPR-2011 can be used to issue new ETAs under CPR-2024.
  • ETAs issued under CPR-2011 will remain valid.
  • New EADs to be published under CPR-2024 need additional content on sustainability, machine readability and instructions for use. Currently, some legal basics, clarifications and other provisions to fulfil those requirememts are still missing.
