CPR at Risk: Why a Temporary Delay Is Essential for Legal Clarity, Construction Initiatives and Industrial Stability

The revised Construction Products Regulation (CPR) aims to modernise Europe’s construction sector and support sustainability, but its implementation timeline is unrealistic. Essential implementing acts and technical guidance are still missing, creating legal uncertainty for manufacturers and assessment bodies. Without corrective action, the CPR risks halting innovation, blocking market access, and fragmenting the Single Market by a fallback to national solutions. A temporary postponement through a stop-the-clock mechanism is urgently needed. Therefore, we propose a 24-month postponement in the entry into force of obligations that depend on implementing acts and cited standards, in order to secure the credibility and functionality of the CPR framework.

The Challenge

The new CPR contains significant structural changes that directly affect the European Assessment Document (EAD)/European Technical Assessment (ETA) route, which is critical for tool and construction product manufacturers. Three key challenges arise:

  • Key Challenge 1: Unclear status of ETAs based on not cited EADs after 8 January 2026.
  • Key Challenge 2: Impossibility to issue new ETAs based on not cited EADs after 2026.
  • Key Challenge 3: Missing legal basis and unrealistic timeline for amendment of EADs.
