Unleash the potential of innovative construction products
Innovative construction products like fixings are key for
- Offsite construction
- Renovation and energy efficiency of buildings
- Maintenance of buildings and critical infrastructure.
Innovative construction products and applications cannot wait for standardisation. They need to be assessed and CE marked based on European Assessment Documents (EADs).
Industry and Technical Assessment Bodies in EOTA are working on new and updated EADs, fulfilling the new requirements of CPR-2024 on sustainability and digitalisation, but are blocked by pending final decisions and guidance by the European Commission.
As a result, manufacturers
- stop innovative projects or
- move back to national approval schemes, which would contradict European harmonisation.
We call for:
- Timely finalisation of all prerequisites for the finalisation and publication of new or updated EADs.
- Clear communication on the respective timeline.
- Provision of a harmonised database for background data on sustainability to avoid greenwashing of products and to ensure a level playing field.
- Enable the further publication of EADs without provisions on sustainability and digitalisation by way of analogy to harmonised standards but for a limited transition period until end 2027. This could be done by introducing a respective article into the upcoming Industrial Acceleration Act.
