EADs and ETAsStages of EAD development and publication

The development of a new EAD is triggered by the application for an ETA, if the product or its intended use is not covered by a hEN or an existing EAD. EADs are developed by the TAB where the ETA was applied for together with other competent TABs. The final EAD is adopted by the EOTA Technical Board. After this adoption, ETAs can be issued based on this adopted EAD. This ETA can already be used as reference document.

The next step is the official citation of the EAD by the European Commission (EC) in the Official Journal of the EU (OJEU). After this citation, a list of Notified Bodies for this EAD is published by the EC. This enables the holders of the respective ETA to fulfil the tasks resulting from the applicable AVCP system and to affix the CE marking based on the ETAs.

The EAD list at the EOTA website differentiates the following states of EAD adoption:

  • Pending for citation in the OJEU: The EAD is adopted by the EOTA Technical Board and at least 1 ETA is issued based on this EAD. The text of the EAD is not yet public available.
  • Cited: The EAD is cited in the OJEU. The text of the EAD is public available from the EOTA homepage. The NANDO database for construction products lists at least 1 Notified Body which can fulfil the tasks according to the applicable AVCP system.
  • Merged: This EAD or EAD variant was integrated into a new EAD or a revised EAD version. ETAs based on such EADs or EAD variants remain valid.
  • Superseded: This EAD version was replaced by an updated version of the same EAD or by a new EAD. ETAs based on such EADs or EAD variants remain valid.
